GENERAL DESCRIPTION:

 

The Labour Costing Analyst is responsible for supporting Financial Services, Financial Planning, Human Resources, and the other Municipal departments with respect to labour costing, variances, projections, reporting, and other ad hoc labour related requests. Will assist with the costing for collective agreement negotiations, budgeting for each Municipal department, reconciliations, costing, and variance and projections analysis and reporting on a monthly, quarterly, and annual basis. Other related work assignments presented periodically. Primary responsibilities of this position include:

 

Research and Implementation: Participates in the continuous research, development, improvement, and implementation of effective strategies, tools, and guidelines based on applicable legislation, policy, industry standards, and best practices. Analyzes the effectiveness of personnel costing processes and makes suggestions for further improvement. Tracks FTE counts, temporary staffing, overtime, and vacancy rates, as well as, provide reports on other labour issues as they arise. Provides input to corporate business plans, initiatives, and budgets to ensure continuous achievement of corporate goals. Ability to provide ‘outside the box’ solutions to complex analytical data and can explain how those solutions work to non-accounting staff. Remains current with Municipal, Provincial, and Federal legislation and understands the impacts of collective agreements and their costing.

 

Labour Costing and Service Delivery: Develops and maintains labour costing models and reports relating to labour costs and projections. Incumbent conducts, analyzes and provides detailed costing of annual salary increases for unionized and non-unionized employees. Assists in maintenance of salary and wage grids. Assists in costing exempt compensation, union contracts and other employee benefits. Reviews and organizes labour and benefits data to create clear analysis. Supports the Home Equity Protection Program process, and reviews biweekly payroll run to ensure bank balances in coordination with Finance Clerks and Human Resources.

 

Analysis and Support: Monitors and maintains corporate employee establishment approval, costing, budgeting, personnel budgeting, variance, and projection analysis. Works with team to plan and balance workload. Ensures work processes are followed and coordinated to ensure service levels. Completed audits of cost centre data and application of labour code. Ensures that information is accurate with the shared components between Finance and Human Resources. Balances sheet account reconciliations relating to payroll, labour accounts, CRA and other agencies’ liability accounts. Support departments, along with Human Resources, during restructuring efforts. Assignment and support to Human Resources during periods of collective agreement negotiations and/or planning.

 

 

SKILLS REQUIREMENTS:

 

Candidates need to show evidence of the following:

  • Ability to maintain confidentiality of sensitive information and documents at all times.
  • Ability to navigate through situations involving rapid change, shifting priorities, and/or simultaneous demands.
  • Excellent interpersonal, analytical, and collaborative skills, as well as a demonstrated ability to assess situations from a business perspective.
  • Experience working in a team-orientated, collaborative environment.
  • Excellent written and verbal communication skills in both technical and user-friendly language, including instructional, facilitation, and presentation skills.
  • Advanced knowledge on the use of Microsoft Excel spreadsheet applications and SAP.
  • Knowledge of financial and budget processes.
  • Well versed in project accounting and ability to manage multiple priorities within tight deadlines.
  • Adherence to administrative directives, policy, and legal requirements, including but not limited to a strong adherence to confidentiality and discretion.

 

 

EDUCATION:

 

  • Degree in Accounting or another business-related field required.
  • Professional Accounting Designation (CPA, CMA, or CGA) required.
  • An equivalent combination of education and work experience may be considered.

 

 

EXPERIENCE:

 

  • Four (4) years’ accounting experience with extensive use and experience in spreadsheet applications.
  • Prior costing experience with analytics, data modelling, or custom report building in a public environment is preferred.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.

 

 

OTHER REQUIREMENTS:

 

  • Ability to provide a Criminal Record Check for review and acceptance.
