GENERAL DESCRIPTION:

 

The Supervisor, Community Investment Program is responsible for the leadership and supervision of community investment activities, assessing outcome measures of agencies, building partnerships, and working collaboratively with internal and external stakeholders on community issues.

 

As a leader, the incumbent upholds the Municipality’s organizational values and is accountable for fostering a healthy, safe, respectful, and inclusive workplace. Leading by example, the Supervisor promotes the Municipality’s cultural competencies of personal accountability, continuous improvement, effective communication, collaboration, excellence in customer service, and support for common goals. Primary responsibilities of this position include:

 

Employee Development: Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure all employees are working proficiently and effectively in a productive environment. Provides direct supervision and leadership ensuring the team is managed fairly and consistently. Works with team to plan and balance workload and verifies work processes are followed and coordinated to ensure service levels. Mentors, coaches, and provides support to staff.

 

Research and Implementation: Participates in the continuous research, development, improvement, and implementation of effective departmental strategies, tools, and guidelines based on the Municipality’s best practices. Analyzes the effectiveness of departmental programs and makes suggestions for further improvement. Provides input related to department business plans, initiatives, and budget to ensure continuous achievement of department goals.

 

Departmental Guidance: Oversees and provides support for the administration of operational agreements, community investment program grants, and other council approved grants. Implements recommendations as outlined by the Community Investment Program Approval Committee, Council approved plans, policies, and relevant administrative directives or procedures. Ensures funding priorities align with social needs assessments, Municipal Development Plan, Council’s strategic plan, and other Council approved plans.

 

 

SKILLS REQUIREMENTS:

 

Candidates need to show evidence of the following:

  • Strong planning, organizational, verbal and written communication, and problem-solving skills.
  • Highly developed analytical, critical thinking, and communication skills, political awareness and sensitivity.
  • Strong knowledge of current theories, trends, and issues related to community and neighborhood development.
  • Ability to establish and maintain effective working relationships with leaders, employees, and external contacts; interacts in a manner that builds trust, credibility, and rapport.
  • Ability to empower people and use innovative approaches in situations involving rapid change, shifting priorities, or simultaneous demands.
  • Negotiation, interpersonal, investigation, mediation, and facilitation skills.
  • Strong contract and financial management skills.
  • Proven ability to liaise and foster partnerships with community groups, organizations, and orders of government.
  • High emotional intelligence capacity with the ability to communicate respectfully using judgement and tact, to deal effectively with ambiguity, and to remain neutral in conflict situations.
  • Proficient with Microsoft Office applications (Outlook, Word, Excel).

 

 

EDUCATION: 

 

  • Degree in Business Administration or Commerce is required.
  • Chartered Professional Accountant (CPA) designation is an asset.
  • An equivalent combination of education and work experience may be considered.

 

 

EXPERIENCE: 

 

  • Five (5) years of experience in a municipal financial management environment.
  • Two (2) years of experience in a leadership role.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.

 

 

OTHER REQUIREMENTS:

 

  • Submission of a Criminal Record Check.
  • A valid Class Five (5) Alberta Operator’s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Primarily based out of an office environment, the incumbent will be required to travel throughout the region to various municipal facilities, parks, and public spaces to oversee the delivery of programming and special events and to support municipal operations.
  • Must be willing to work outdoors in all weather conditions.

As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the organization’s Occupational Health and Safety Administrative Directive. As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Regional Municipality of Wood Buffalo the health and safety of employees, contractors and the public.

 

This position is employed in a supervisory capacity. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
