GENERAL DESCRIPTION:

 

 

The Supervisor, Operations and Administration is responsible for assisting the Manager, RCMP Support in leading, supervising and coaching resources (people, budget, and materials) to deliver services and programs provided through the Bylaw Services Branch. Primary responsibilities of this position include:

 

Employee Development: Performs supervisory tasks for assigned team members. Works with team to plan and balance workload. Ensures teams are managed fairly and consistently and that work processes are followed and coordinated to ensure service levels. Recruits, mentors, coaches, and provides support to staff.

 

Research and Implementation: Participates in the continuous research, development, improvement, and implementation of effective departmental strategies, policies, procedures, tools, and guidelines based on the municipality’s best practices. Analyzes the effectiveness of departmental programs and makes suggestions for further improvement. Provides input to department business plans, initiatives, and budget to ensure continuous achievement of department goals.

 

Departmental Guidance: Initiates and coordinates response to unusual or critical situations as required. Assists the Manager, RCMP Support to ensure that RCMP facilities meet Municipal and “K” Division standards and are maintained to provincial and federal codes and regulations. Directs staff relevant to the accuracy of data bases and quality of data entry (CPIC/CIIDS/PIRS/PROS).

 

*May require use of a personal or municipal vehicle for business travel purposes.

 

 

 

SKILLS REQUIREMENTS:

 

Candidates need to show evidence of the following:

 

  • Ability to establish and maintain effective working relationships with managers, employees, leaders, bargaining agents, and external contacts and interacts in a manner that builds trust, credibility, and rapport.
  • Negotiation, conflict management, communication, interpersonal, investigation, mediation, and analytical skills.
  • High emotional intelligence capacity including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.
  • Proven ability to be discreet, keep all information and documentation strictly confidential, and respectfully and sensitively resolve issues. 
  • Ability to lead and empower people, strong organizational skills, and uses innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
  • Detailed understanding of RCMP operational process and procedures, corporate policies and direction is an asset.
  • Experience using RCMP data and information management systems (PIRS, CPIC, OSR and PROS, CIIDS).
  • Ability to acquire and maintain RCMP Enhanced Reliability Security Clearance.

 

 

 

EDUCATION:

 

  • Degree or Diploma in Business Administration or related discipline. An equivalent combination of education and work experience may be considered.

 

 

 

EXPERIENCE: 

 

  • Seven (7) (degree) or ten (10) (diploma) years’ experience working in an administrative environment. Must have a minimum of two (2) years’ experience as a supervisor.
  • Experience working in a public safety environment is preferred.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.

 

 

 

OTHER REQUIREMENTS: 

 

 

  • A valid Class Five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Clean driver’s abstract is required.
  • Must be willing to work outside in all weather conditions.
  • Ability to work a rotating shift that includes holidays, evening/night shift, and weekends.
  • Ability to acquire and maintain an RCMP enhanced reliability security clearance is required.

This position is employed in a supervisory capacity. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
