GENERAL DESCRIPTION:

 

Under general supervision, the Operations Planner II develops and administers the short and long-term planning of Underground Services preventative, corrective, and asset management programs on the water distribution, wastewater collection and storm water collection system. This will include organizing, developing, assigning, coordinating, and prioritizing key deliverables for Underground Services. In addition, the Planner II is responsible for supporting operational projects necessary to meet the goals of the Strategic Plan, Asset Management objectives, and Operational objectives.

 

Work is distinguished from other Underground Services planning roles by responsibility for moderate to considerable sized projects that are of a larger scope and/or complexity. The work requires a more advanced level of planning and technical knowledge of water distribution, wastewater collection and storm water collection systems. The work also includes coaching and mentoring other Underground Services planning staff by providing advice and technical guidance.

 

 

RESPONSIBILITIES:

 

  • Develop and coordinate the various water distribution, wastewater collection, and storm water collection system inspections, preventative maintenance programs, and asset management programs as assigned.
  • Utilize Computerized Maintenance Management System (CMMS), Enterprise Asset Management (EAM) System software to manage the Preventative Maintenance and Asset Management programs.
  • Work closely with operations staff to ensure programs are understood, data is being collected correctly, and plans are being carried out as intended.
  • Develop maintenance strategies for new assets and adjust strategies for existing assets based on operational data, Original Equipment Manufacturer (OEM) Manual, industry standards, and subject matter expertise.
  • Establish and maintain labour, equipment, and material requirements for the various programs and track data using the appropriate Computerized Maintenance Management System.
  • Establish contracts and coordinate contractors to execute tasks as required to operate and maintain the water, wastewater, and storm system.
  • Analyze information generated from the preventative and corrective maintenance program, and asset management program for the purpose of program optimization, event investigations, Key Performance Indicator (KPI) tracking, and supporting Capital Project business case development.
  • Complete detailed review, assessment, and quality assurance and quality control (QA/QC) of project design packages for Underground Services (UGS) operations and capital projects.
  • Complete on-site support and QA/QC inspections for the operations group to ensure understanding and completion of program requirements.
  • Prepare and present detailed reports relating to water, wastewater, and storm operations and maintenance.
  • Assist with the development and revisions of policies and procedures to maintain a safe workplace environment, ensure compliance to occupational health and safety regulations.
  • Assist with the development and revisions of policies and procedures and ensure compliance with Provincial and Federal Legislation.
  • Promote knowledge sharing and learning opportunities to other UGS planning staff by providing advice, technical guidance, and project leadership.
  • Mentor and assist staff with project drawing review, CMMS, EAM System, and other tools and functions used for UGS maintenance planning and Asset Management.
  • Manage the CMMS and EAM system in a manner to enable tracking and reporting for the operating budget, financial plans, and other program related expenditures.
  • Compile and prepare information for council reports, briefing notes, and business cases pertaining to Underground Services divisional objectives, service levels, and strategic plans.
  • Manage the Municipality’s permit review and approval process on behalf of UGS for Development Permits, Utility Connection Permits, Development Agreements.
  • Perform other related duties as required.

 

Poor judgement or errors may result in damage to property, equipment and municipal infrastructure which may have a negative impact on municipal operations, finances, public health, safety of others, and corporate image.

 

 

QUALIFICATIONS

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Strong and broad technical knowledge of the operation and maintenance of water distribution, wastewater collection and storm water collection systems, as well as asset management best practices.
  • Ability to plan and organize work schedules, projects, and resources.
  • Proven ability to read and interpret infrastructure blueprints, contracts, engineering plans, legislation, environmental standards, and specifications.
  • Math and numeracy skills relating to the operation and maintenance of water distribution and wastewater collection systems including but not limited to understanding of flow and pressure dynamics, use and manipulation of flow and pressure formulas, and the use of statistical theory for data assessment and analysis.
  • Ability to work independently and to effectively schedule work to meet deadlines.
  • Proven ability to formalize, prepare, and present technical reports.
  • Ability to understand, interpret, and apply knowledge of occupational hazards and safety precautions.
  • Proficiency using Microsoft programs (Word, Excel, Outlook, Project) and GIS ArcMap.
  • Proven ability to communicate effectively, both verbally and in writing.

 

EDUCATION AND EXPERIENCE: 

 

  • Technical Diploma in Engineering, Construction, Environment, or related technical discipline is required.
  • Must be a Certified Engineering Technologist (C.E.T.) or Certified Technician (C. Tech) with the Association of Science and Engineering Technology (ASET) of Alberta.
  • Alberta Environment and Protected Areas (AEPA) Water Distribution Level II or Wastewater Collection Level II certification is required.
  • Additional AEPA Water Distribution and/or Wastewater Collection levels are an asset, with preference given to candidates who hold a Level in both Water Distribution and Wastewater Collection.
  • Five (5) years of related work experience, which includes two (2) years of planning and scheduling in a Utility Operations environment. Experience to include working in a Utility Operation and Maintenance environment.

 

 OTHER REQUIREMENTS:

 

  • Submission of a Criminal Record Check.
  • A valid Class Five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • The incumbent will undertake standby service on a rotating basis as required and must have the ability to respond while on standby.
  • Working from both office and field locations, the incumbent will be required to conduct field work in the form of site inspections, coordinating operational projects and programs, and data acquisition for various UGS initiatives.
  • May be exposed to unsanitary conditions, immunizations are recommended.
  • Must be willing to work outside in all conditions.
  • Must be willing to drive in all weather conditions.
  • Immunizations are strongly recommended for work in unsanitary conditions.
  • Must be medically and physically able to perform all duties of the position on an ongoing basis.
