GENERAL DESCRIPTION:
Under general supervision, shall perform, monitor, and coordinate assigned work tasks; direct operations, operate, and maintain assigned equipment used in roads and airport maintenance operations. May be required to assist with landfill operations and year-round maintenance of solid waste facilities under municipal jurisdictions as needed.
RESPONSIBILITIES:
- Operate related heavy equipment; primarily dump trucks, sanders, airport runway sweepers, motor grader, steamer truck, front-end loaders, hydro-vac truck, airport tractor/mower, rubber tired and track loaders, skid steer loaders, water trucks, bulldozers, compactors, and excavators within the hamlet of Fort Chipewyan.
- Maintain daily operation equipment log detailing condition of equipment.
- Perform minor servicing and report maintenance problems to immediate supervisor.
- Deal with the public in a polite manner.
- Complete safety, mechanical, and hydraulic checks as well as perform simple maintenance (i.e. grease/lubricate, check oil prior to operation, and ensure daily paperwork is complete).
- Undertake standby service on a rotating basis as assigned and reside in the hamlet during that time with ability to respond within 15 minutes.
- Respond to emergency issues and coordinate associated activities to include follow-up reports as outlined within established emergency response plans.
- Inspect airport runway, complete Aircraft Movement Surface Condition Report and relay to Edmonton Flight Services Daily. Also issue NOTAM’s (Notice to Airmen) to Edmonton Flight Services.
- Maintenance of municipal road signage.
- Plan and execute snow-clearing routes during winter storms; may be required to prioritize between airport and hamlet roadway maintenance.
- Maintain roads and above ground drainage systems in hamlet.
- Perform general labour and other related duties as required.
- Report fires, public and commercial waste hauler concerns, violations, and littering infractions at the landfill , and take action to correct deficiencies as directed.
- Perform other related duties as required.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to communicate effectively, both verbally and in writing.
- Considerable knowledge of safety precautions, methods, and techniques employed in operation of heavy equipment.
- Demonstrable knowledge of occupational hazards, waste symbols, signs, and safety precautions applicable to the work.
EDUCATION AND EXPERIENCE:
- Completion of High School or GED equivalent and supplemented by equipment operation training, combined with two (2) years of experience in the operation of related heavy equipment;
OR
- Completion of Grade 10 or GED equivalent and supplemented by equipment operation training, combined with three (3) years of experience in the operation of related heavy equipment.
- Preference will be given to candidates with completion of High School or GED equivalent during recruitment.
- Previous experience working in municipal operations is an asset.
- Must pass an equipment competency based test.
- Must obtain a valid Airside Vehicle Operations Permit and Certificate of Proficiency in Radio-Aeronautical within 6 months of hire.
- SWANA Basic Landfill Operator Certificate and Alberta Composting Certificate completed within one (1) year of hire date.
- Supplementary training in landfill or compost operations; WHMIS/TDG/OFA training; and experience with landfill operations equipment such as, bull dozers, track loaders, skid steers, loaders, water trucks, and compost turners/screeners, and Hydro-vac trucks are assets.
- Must obtain Airport Airside qualifications within two (2) years of hire. This training is in addition to AVOP. Training requirements would be Human Organizational Factors for Airports, Airport Safety Management Systems, Safety Risk Management (Airports SMS), Aircraft Movement Surface Condition Reporting, Winter Maintenance Training, Wildlife Training, and Airport Lighting.
OTHER REQUIREMENTS:
- Submission of a Criminal Record Check.
- Valid Class Three (3) Alberta operator’s licence is required (clear driving record preferred).
- Clean driver’s abstract is considered an asset.
- Equipment field testing and/or competency testing will be required as part of the interview evaluation.
- Must be willing to work outside in all conditions.
- Must be medically and physically able to perform job.
- Ability to work a rotating shift that includes holidays, evening/night shift, and weekends.
