GENERAL DESCRIPTION:
Under general supervision, the Engineering Technician provides engineering analysis, survey, design, construction supervision, and assists with project management of the Municipality’s engineering works. The incumbent will review and comment on development proposals, design reports, and engineering studies submitted by consultants and other development agencies and ensure municipal and public interests are protected by acting within professional duty of care.
RESPONSIBILITIES:
- Assist with planning and pre-design analysis, drafting, survey, studies, and related work required to proceed to detailed design stage.
- Assist with the development, planning, and implementation of transportation infrastructures.
- Assist with traffic and transportation analysis, research, proposal preparation, engineering drawings, and specifications.
- Assist in the preparation of capital and operating budget as needed.
- Assist Engineers on tasks related to in-house design drawings.
- Assist Engineers with surveying tasks as needed.
- Assist with preparation of technical specifications, tender, and construction contract documents suitable for purposes of public tendering and/or award of construction of capital works, operational projects, and local improvements.
- Review submitted tender documents to ensure bids are technically complete and mathematically correct.
- Assist Engineers in reviewing request for proposals or any specific tasks as directed by Engineers.
- Review, analyze, and evaluate for approval, construction related expenditures against municipal capital or operational projects to ensure cost effectiveness, eliminate misuse and duplication of funds, and update project financial status on an ongoing basis.
- Assist in design review as directed by Engineers.
- Provide construction supervision, resident engineering, and engineering inspection services as required.
- Assist the Engineers in construction surveying as needed.
- Conduct deficiency inspections, review and analyze test results, enforce rectification of deficiencies. Provide assistance to senior staff in assessing project readiness for construction completion certificates and final acceptance certificates.
- Assist in the overview of construction projects during the warranty/ maintenance period to ensure that design and construction deficiencies are corrected as required.
- Respond to public complaints, including warranty work.
- Prepare, update, and review for approval as-built drawings and records for all municipal infrastructures.
- Prepare project briefs and engineering reports for the Project/Program Manager or Supervisor.
- Perform other related duties as required.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong written and verbal communication skills with strong technical report writing skills.
- Ability to read and interpret plans and technical specifications.
- Demonstrated experience/familiarity or training in computer applications (i.e. Microsoft Office, AutoCAD, Civil 3D).
- Ability to work well in a team environment and achieve self-set goals and targets with independent initiative.
- Strong organizational and interpersonal skills, with the ability to deal courteously and effectively with a diverse range of people, using judgement, tact, and sound decision making skills.
EDUCATION AND EXPERIENCE:
- Diploma in civil/construction/engineering required.
- Three (3) years of civil engineering experience required, of which two (2) years must be in municipal engineering design, construction, or contract administration.
- Working knowledge with transportation software programs like SYNCHRO will be considered as an asset.
- Eligibility for membership in the Alberta Society of Engineering Technologists (ASET) is required.
OTHER REQUIREMENTS:
- Ability to provide a Criminal Record Check for review and acceptance.
- A valid Class Five (5) Operator’s License is required as incumbent may be required to operate a personal or municipal vehicle for business use on a regular basis.
- Must be willing to work outside in all weather conditions.
- Immunizations are strongly recommended for work in unsanitary or disagreeable conditions.
- The incumbent may be required to work overtime and may be require to undertake standby service.
