GENERAL DESCRIPTION:
Under minimal supervision, the Foreperson, Fleet is a working foreperson that provides direction and assistance for ensuring that cost, quantity, and quality control for fleet programs and preventative maintenance is in accordance with municipal policies and provincial regulations. The incumbent ensures that all fleet vehicles and equipment are repaired in a safe and efficient manner, billing is accurate and reflective of work completed, and that contractors provide quality mechanical repairs.
The work also involves performing preventative and corrective maintenance, inspections, modifications, installation/dismantling of systems, troubleshooting, diagnosing, and repairing municipal equipment, as well as inspecting the work of contractors.
RESPONSIBILITIES:
- Responsible for first-level supervision in the field and coordination of staff work activities to ensure compliance with municipal standards, time schedules, safety requirements, job specifications and trade regulations.
- Develop and maintain plans and schedules related to labour, equipment, materials, fuel purchases, maintenance requirements and projects.
- Perform a variety of technician work involving corrective and preventative maintenance, repairs, alteration, and installation of systems and equipment.
- Complete testing of repaired municipal vehicles and equipment to ensure proper performance and that the work completed meets applicable quality control standards and regulations.
- Perform commercial vehicle inspections to ensure compliance with Alberta’s Commercial Vehicle Safety Regulation.
- Conduct pre-delivery inspections of new equipment.
- Review equipment records such as hours in service, distances, maintenance completed, repairs required, and fuel usage.
- Review and provide input to task lists for preventive maintenance programs and information related to plan estimates for labour, materials, services, and equipment.
- Determine the cost effectiveness, timing, and coordination of major equipment mechanical overhauls.
- Oversee contractors for acquisitions, mechanical repairs, and preventative maintenance.
- Monitor plans for variances and work with contractors to develop recovery.
- Assist with researching new technology and/or equipment and provide input to the specifications for new acquisitions.
- Assist the supervisor with procurement of equipment and life cycling.
- Assist with establishing and administering policies and procedures to maintain a safe workplace environment, ensuring compliance to Occupational Health and Safety regulations.
- Assist in the development of annual goals, objectives, budgets, and plans.
- Participate actively as a team member and support various health and safety, energy conservation, and operational cost effectiveness efforts and initiatives.
- Provide exceptional customer service to both external and internal clients.
- Complete training on equipment and participate in the RMWB training program as required by operations.
- Perform other related duties as required.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES:
- Considerable knowledge of current and relevant standard methods, practices, materials, tools, and equipment of the heavy equipment technician trade.
- Skilled in the use of repair tools and equipment for servicing and repairing municipal equipment.
- Ability to locate, diagnose, and repair malfunctions in diesel engines, tier 3 and 4 emission systems, hydraulic and pneumatic systems, and heavy-duty power trains.
- Ability to skillfully operate computerized diagnostic tools for engines, transmissions, anti-lock brakes, hydraulic systems, body control modules, etc. and to follow proper testing procedures and/or troubleshooting to repair these systems efficiently.
- Ability to perform accurate measurements and to complete complex calculations.
- Computer skills, including the ability to utilize Microsoft Office applications (Word, Excel, Outlook), Fleet Maintenance Management Work Order Systems, and diagnostic software such as Snap-On Pro Diagnostic tools, Mitchell1 ProDemand, Cummins Insite, Allison DOC, Detroit Diesel, CAT SIS/ET, John Deere Service Advisor.
- Ability to understand and execute verbal and written instructions, read and interpret electrical/hydraulic schematics and technical specifications.
- Ability to establish and maintain cooperative, collaborative, and productive work relationships.
- Demonstrated leadership skills and the ability to coordinate and prioritize work activities in a safe and efficient manner.
- Ability to communicate respectfully with co-workers, staff, and external contacts using judgement, tact, and sound decision-making skills, sometimes in conflict situations.
- Knowledge and proficiency in occupational health and safety regulations, the appropriate use of personal protective equipment (PPE), and the ability to implement safe work practices.
- Ability to re-prioritize on a regular basis to meet service requirements and in the case of an emergency.
- Knowledge and ability to work with technological changes in the trade.
- Ability to provide close attention when working with small parts of complex equipment and to use good eyesight and hearing for diagnosing problems and inspecting work.
- Ability to exert moderate/high physical effort for lifting heavy parts, tires, brake drums, etc.
- Ability to work in fatiguing or awkward positions, including considerable bending, standing and laying during the workday
EDUCATION AND EXPERIENCE:
- Certified journeyperson in the trade of Heavy Equipment Technician On/Off Road is required.
- Certified journeyperson in the trade of Automotive Service Technician is an asset.
- Valid Alberta Commercial Vehicle Inspection (CVIP) licence and the continued re-certification as required to maintain the licence is required.
- A minimum of four (4) years of relevant experience as a journeyperson Heavy Equipment Technician On/Off Road is required, that includes all of the following:
- Two (2) years of leadership experience in the daily administration of fleet management services,
- Experience working with a large and diversified fleet of vehicles and equipment, and
- Proven experience with electrical systems and modules, electronic controls, air brakes and braking systems, engines and transmissions, and vehicle diagnostic computer programs.
OTHER REQUIREMENTS:
- Submission of a Criminal Record Check.
- Pre-employment testing may be required as part of the interview process.
- A valid Class Five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
- Q-Endorsement (Air Brakes) is required.
- A valid Class Three (3) Operator’s Licence is an asset.
- Must be willing to work outside in all conditions.
- Must be medically and physically able to perform all job duties of the position on an ongoing basis and in all weather conditions.
- Ability to work a rotating shift that includes holidays, evening/night shift, and weekends.
- May be required to travel and stay for several days in remote locations to undertake maintenance activities.
- May be exposed to hazardous or unsanitary conditions, therefore immunizations are recommended.
