GENERAL DESCRIPTION:
Under general supervision, the GIS Technologist effectively liaises with business units to provide accurate and detailed GIS mapping and data solutions for the municipality. The incumbent will utilize advanced tools in GIS information management systems to perform cartographic, analytical, and administrative GIS work. This work includes the production, digitization, procurement, and maintenance of GIS datasets including the development of workflow modeling, scripting, automation for projects, and data stored within the authoritative enterprise GIS databases.
RESPONSIBILITIES:
- Create paper, electronic, and interactive web maps utilizing advanced tools in GIS.
- Perform a variety of geospatial analyses including statistical analysis, network geometric analysis, cluster analysis, and predictive modeling.
- Provide assistance and subject matter expertise with all geospatial data requests including generating reports, automating tasks, data collection, spatial data relationships, GIS software use, online mapping solutions, coordinate systems, geometric calculations, lidar technology, remote sensing, and air photo interpretation.
- Consult with internal clients regarding mapping requests to determine scope, vision, and objectives and present work which is aligned with the confirmed requirements.
- Analyze and present risk assessment to client departments regarding the proposed release of mapping information and data.
- Maintain thorough and detailed comprehension of the municipality’s spatial datasets in order to provide accurate solutions to information requests.
- Model data for effective spatial database storage.
- Create GIS data by digitizing, collecting, and manipulating data and information from other sources.
- Extract, transform, and load data.
- Join/relate spatial and non-spatial data.
- Clean and maintain data.
- Document assumptions, methods, and processes.
- Maintain skills and knowledge and pursue learning opportunities and ongoing professional development to remain current with industry software, technology best practices.
- Field data collection and observation as needed.
- Perform other duties as required.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES:
- Advanced skill in the use of ESRI ArcGIS Desktop applications (ArcMap 10.x, including but not limited to extensions Spatial Analyst or 3D analyst), ArcGIS Pro, ArcCatalog, ArcGIS Online) and Microsoft Office Suite.
- Knowledge of spatial statistics and automating GIS tasks through use of Python scripting, Model Builder, FME, or other technologies.
- Knowledge of extract, transform, and load methods, global position system (GPS) data acquisition, and enterprise databases are required.
- Math and numeracy skills, including the ability to calculate between different spatial measurement units and calculate distances between coordinates.
- Understanding of coordinate and projection systems, converting between systems, ability to determine which systems are most appropriate for municipal use.
- High degree of attention to detail and accuracy.
- Ability to analyze information from a variety of sources and accurately present in a concise manner.
- Communicates effectively, both verbally and in writing.
- Actively seeks to understand information communicated by listening and asking for clarification when needed.
- Ability to exercise confidentiality and discretion with municipal documents and information.
- Ability to establish and maintain cooperative, collaborative, and productive work relationships.

EDUCATION AND EXPERIENCE:
- Degree in Geography, Computer Science, Geomatics Engineering, or a related Degree program with a concentration in geographic information systems is required.
- Two (2) years’ experience using GIS software is required.
- Experience is to include python scripting or other scripting/programming languages; using and/or administering enterprise databases (Oracle, PostgreSQL, SQL Server, etc); cadastral layers; spatial analysis and design; and cartographic design.
