GENERAL DESCRIPTION:

 

Under general supervision, the General Labourer performs manual labour duties involved in all municipal operations. This position may be assigned to any operational department for short or long durations as needed. Duties include cleaning and maintaining all assigned areas and facilities, operating a variety of small utility vehicles and hand/power tools, and performing other general labourer duties. The work entails duties of a limited skill nature. The incumbent receives verbal and written instructions from a supervisor or lead designate, and work is monitored or checked in progress and upon completion to ensure that instructions are properly carried out and meet set standards. Assigned responsibilities may include, but are not limited to:

 

 

 

RESPONSIBILITIES:

 

 

  • Perform general labourer tasks related to the repair and maintenance of all municipal facilities, buildings, grounds, and operating assets.
  • Maintain assigned areas, which may include:
    • shoveling snow, salting/sanding
    • sweeping
    • grass cutting, weeding, raking
    • picking rocks
    • changing garbage, litter picking and collecting refuse, in interior and exterior environment through the RMWB
    • collecting, sorting, and screening recycling materials
    • painting
    • sand bagging
    • ice arena maintenance
    • cleaning gutters
    • cleaning and power washing facilities, walkways, decks, and parking lots
    • manual digging or filling in of holes and trenches
    • checking and topping up fuel and fluid levels of various municipal and leased assets such as light plants, generators, etc.
    • other minor maintenance using various small hand and power tools and equipment.
  • Load, unload, pick-up, and deliver material, chemicals, and supplies from various locations across the Municipality.
  • Manage traffic flow, direct traffic, and maintain signage, barricades, and other traffic flow indicators, as required for area.
  • Collect, sort, and screen recycling materials, waste, and hazardous materials at the Material Recycling Facility (MRF).
  • Provide onsite support to customer offloading waste items at the landfill.
  • Pick up, carry, and load refuse into collection truck, handle refuse containers and yard-waste bags as required, and return empty containers to their appropriate place.
  • Assemble, deliver, and perform general maintenance of curbside waste and recycling bins.
  • Assist with confined space entry monitoring, gas detection, aerial work, arc flash monitoring, and/or other safety sensitive related tasks as required by assigned area.
  • Provide assistance to the treatment operations, septage inspections, and bio-solids operations and maintenance trades.
  • Assist certified operators, technicians and/or trades to perform general labour tasks related to the preventative and corrective maintenance and repair of municipal facilities and systems.
  • Assist with inspections of signage/barricades for deficiencies and crosswalks for sightline and road markings.
  • Install and maintain street signs.
  • Assist in the painting of road markings, including crosswalks and the maintenance of guardrails and underground vaults.
  • Perform clean up and minor maintenance duties in the fleet and trades shop(s) and wash bays, examples include but are not limited to boosting vehicles, changing wiper blades, removing accessories, etc.
  • Move, and operate equipment and small utility vehicles of varying sizes safely within the municipality, within and between municipal facilities, wash bays, and yards; deliver vehicles to and from vendors for maintenance and repairs.
  • Respond to public enquiries in a courteous and effective manner, when approached by the public.
  • Complete and maintain daily records, logbooks, inventory of safety equipment, and order parts/supplies as required.
  • Maintain daily vehicle inspection Reports (DVIR) or similar for all vehicles and equipment, prior use, detailing the condition of equipment and identifying deficiencies.
  • Provide written notes and feedback on work orders or other forms of communication.
  • Complete training on equipment and participate in municipal training programs as required by operations.
  • Complete field level hazard assessments (FLHAs) and incident reports as required.
  • Adhere to provincial and federal regulations and standards pertaining to transporting, collecting, handling, storage of hazardous materials, as well as guidelines for wildlife reporting.
  • Perform all other related duties as required.

 

 

QUALIFICATIONS

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Ability to understand and execute written and verbal directions.
  • Ability to perform the basic operation of a variety of tools, small utility vehicles (i.e. skidsteer, toolcat, etc.), and vehicles in a safe manner.
  • Demonstrable knowledge of occupational hazards, signage, use of personal protective equipment (PPE), and applicable safety precautions as per municipal and industry standards.
  • Ability to deal courteously and effectively with a diverse range of people.
  • Ability to work collaboratively and productively with co-workers and actively contribute to team activities.
  • Ability to perform manual labour for extended periods of time under various weather conditions.
  • Basic computer skills and general math, numeracy, and reading skills.

 

 

 

EDUCATION AND EXPERIENCE:

 

  • High School Diploma or GED equivalent is required.
  • One (1) year of related labourer experience similar to municipal operations is required.
  • SWANA courses relating to landfills and recycling are considered assets.
  • Mechanical aptitude and previous maintenance experience is an asset.

 

 

OTHER REQUIREMENTS:

 

  • Submission of a Criminal Record Check.
  • A valid Class five (5) Operator’s Licence is required as incumbent may be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Q-endorsement (Air Brakes) is an asset.
  • A valid Class three (3) Operator’s Licence is an asset.
  • Must be willing to work outside in all conditions.
  • Must be willing to drive in all weather conditions.
  • Immunizations are strongly recommended for work in unsanitary conditions.
  • Must be medically and physically able to perform all duties of the position on an ongoing basis.
  • Ability to work a rotating shift that includes holidays, evening/night shift, and weekends.
