GENERAL DESCRIPTION:
Under general supervision, the Labourer, Operations and Trades Support performs manual labour duties involved in the maintenance of a variety of municipal facilities and/or utility infrastructure (water and wastewater). Tasks include, but are not limited to, cleaning and maintaining all assigned areas and facilities, operating a variety of small equipment and hand/power tools of a limited-skill nature, and performing other general labourer duties within the assigned branch (i.e., Facilities, Maintenance, Water Treatment, Wastewater, Underground Services).
The incumbent receives verbal and written instructions from a Supervisor, Foreman, or designate and work is monitored or checked in progress and upon completion to ensure that instructions are properly carried out and meet set standards.
RESPONSIBILITIES:
- Perform general labourer duties in assigned branch and remain flexible to respond to the immediate needs of the area to increase overall effectiveness of operations.
- Operate assigned equipment and light motorized vehicles, including but not limited to, bucket trucks, snowplow, overhead cranes, forklifts, trailer towing, elevated work platforms, dewatering pump operation, and skid steers.
- Maintain assigned areas, which may include changing garbage, shoveling snow, sweeping, mowing grass, painting, sand bagging, and using various tools and equipment.
- Load, unload, pick up, and deliver material and supplies from various locations across the Municipality.
- Fill in ditches and trenches, as required.
- Maintain daily records, inventory of safety equipment, and order parts/supplies as required.
- Maintain daily operation equipment log, detailing condition of equipment.
- Respond to call outs and emergencies, or participate in rotational standby, as required to support the operation.
- Provide written notes and feedback on work orders or other forms of communication.
- Complete training on equipment and participate in the RMWB training program as required by operations.
- Complete field level hazard assessments (FLHAs) and incident reports as required.
- Assist certified operators and perform general labour tasks related to the preventative and corrective maintenance of water distribution and wastewater collection systems.
- Operate equipment used in the maintenance and repair of the water distribution and wastewater collection system.
- Place barricades, signs, and traffic cones around work sites and direct traffic.
- Assist with confined space entry monitoring, gas detection, rescue, and other related tasks as required.
- Participate in rotational standby for after-hours requirements.
- Perform all other related duties as required.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to understand and execute written and verbal directions.
- Demonstrable knowledge of occupational hazards, signage, use of personal protective equipment (PPE), and applicable safety precautions as per municipal and industry standards.
- Ability to deal courteously and effectively with a diverse range of people, using judgement, and tact, sometimes in conflict situations.
- Ability to work collaboratively and productively with co-workers and actively contributes to team activities.
- Ability to multi-task, organize work, set priorities, and achieve work related objectives and goals.
- Attention to detail and accuracy.
- Must be able to listen attentively and communicate effectively, verbally and in writing.
- Ability to perform manual labour for extended periods of time under various weather conditions.
- General math, numeracy, and reading skills.
EDUCATION AND EXPERIENCE:
- High School Diploma or GED equivalent is required.
- One (1) year of related labourer experience is required, including experience working in a multi-trade work environment.
- Industrial training in Confined Space, Safe Work Permitting or H2S awareness considered an asset.
- Mechanical aptitude and previous maintenance experience is an asset.
OTHER REQUIREMENTS:
- Ability to provide a Criminal Record Check.
- A valid Class Five (5) Operator’s License is required.
- A valid Class Three (3) Operator’s License is an asset.
- Q-endorsement (Air Brakes) is an asset.
- Ability to provide a 5-year commercial Driver’s abstract for review and acceptance.
- Must be willing to work outside in all conditions.
- Immunizations are strongly recommended for work in unsanitary conditions.
- Must be medically and physically able to perform all duties of the position on an ongoing basis.
- Ability to work on-call and on a rotating shift that includes holidays, evening/night shift, and weekends.
