GENERAL DESCRIPTION:

 

The Manager, Financial Planning is responsible for overseeing all activities of the Financial Planning section within the Corporate Services Division. This involves leading municipal-wide financial functions in the areas of financial planning and analytical services related to the budget cycle and budget management processes, corporate financial reporting, and financial statement preparation. Primary responsibilities of this position include:

 

Departmental Management: Assists the Controller and Chief Financial Officer with overall financial planning delivery, financial reporting, and the municipal financial management strategy. Manages through direct involvement in daily operations, budgeting, and long-term financial planning. Directs and manages the centralized model of providing financial planning/analytical services. Leads the Financial Management Strategy to assist the Municipality in transforming the finance function. Manages the process for approved budget adjustments.

 

People Leadership: Strategically manages, leads, and inspires a team of finance professionals to deliver efficient and effective solutions, support, and exceptional customer service to internal and external clients. Ensures all employees are working proficiently and effectively in a productive environment. Recruits, trains, and mentors staff. Leads staff in the delivery of advice, recommendations, and decision support. Leads and manages training programs offered in the various finance functions.

 

Implementation of Strategies: Establishes and maintains effective working relationships with all departmental clients. Implements innovative and practical approaches to financial services policies and practices. Takes a lead role in developing and implementing innovative and practical approaches to department initiatives. Ensures all programs are developed according to legislation, policy, industry standards, and best practices.

  • High emotional intelligence capacity including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.
  • Proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook), and SAP finance modules.

 

 

EDUCATION:

 

  • Degree in Business Administration, Accounting, Finance, or related field.
  • Chartered Professional Accounting (CPA) Designation is required. 
  • An equivalent combination of education and work experience may be considered.

 

 

EXPERIENCE:

 

  • Ten (10) years of progressive experience in a financial services environment with experience in financial planning and reporting.
  • Five (5) years of experience in a supervisory/leadership role.
  • Previous experience in a municipal budgeting environment is preferred.
  • Experience working in a public sector environment with unionized and non-unionized employees an asset.

 

 

OTHER REQUIREMENTS:

 

  • Submission of a Criminal Record Check.
  • A valid Class five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.

As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the Health and Safety Directive.  As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Regional Municipality of Wood Buffalo the health and safety of employees, contractors, and the public. This position is employed in a supervisory capacity. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
