GENERAL DESCRIPTION:

 

The Project Manager I is responsible for managing the planning, development, scheduling, budget, and quality of the Municipality’s projects, programs, and initiatives under their assigned portfolio. The incumbent provides project management stewardship; manages the development of the projects through the entire project life cycle; and ensures project management principles are maintained with the aim of creating efficiencies between projects and successful project delivery.

 

Utilizing consistent and standard approaches, the incumbent is responsible for project organization, day-to-day issue resolution, and ensuring that projects are delivered on time, within budget, and in accordance with project objectives. This also includes monitoring progress and providing support and advice on the resolution of project management matters.

 

The Project Manager I is distinguished from the other project manager levels based on its assigned project portfolio’s scale and budget.

 

Primary responsibilities of this position include:

 

Project Management: Operating with a high degree of influence and effectiveness, achieved through collaboration and maximizing the contribution of all project parties, the incumbent will define, plan, monitor, validate, and document the development, implementation and delivery of all project plans, scopes, and reporting to conform with project requirements. Throughout the project/program lifecycle, provide strategic guidance and leadership and proactively monitor, manage and control the project scope. As a critical thinker, the incumbent is expected to identify emerging issues, recommend effective responses, share complex information in an accessible and understandable manner.

 

Departmental Advice: Works collaboratively with project contributors to provide advice that is consistent, innovative, and strategic. Organizes and chairs meetings with internal and external project collaborators and interested parties. Recognizes opportunities to meet municipal objectives through partnerships with internal and external collaborators. Ensures delivery of timely, professional, and comprehensive information on emerging issues. Anticipates and responds to issues, including sharing pertinent information, in an effective manner, while upholding confidentiality, displaying professionalism, and maintaining the values of the Municipality.

 

Operational Guidance: Responsible for overall project delivery with direct involvement in daily and overall administration, the incumbent will work collaboratively to identify risks and opportunities. Identifies and analyzes potential issues that may develop and recommends effective responses.

 

SKILLS REQUIREMENTS:

 

Candidates need to show evidence of the following:

  • Ability to establish and maintain effective working relationships with leaders, staff, consultants and contractors, external project collaborators and members of the public and interacts in a manner that builds trust, credibility, and rapport.
  • Negotiation, interpersonal, investigation, mediation, and facilitation skills; goal oriented, action-focused, pragmatic, and self-disciplined.
  • Knowledge and experience in a municipal client-based environment; experience navigating and successfully working with complex municipal structures, internal and external project collaborators, and other interested parties.
  • Ability to read project design documents with a view to ensure the result will meet business needs driving the project.
  • Skilled in the use of project delivery tools and techniques with knowledge in the creation of proposals, charters, and statements of work.
  • Experience managing projects requiring a high degree of involvement from technical experts.
  • Proven ability to work well under pressure and independently with limited supervision to meet difficult deadlines with a high level of responsibility, supervision, and accountability for project deliverables.
  • Organizational awareness with the ability to balance service levels against quality of delivery.
  • Ability to respond effectively to rapidly changing situations, priorities, and simultaneous demands.
  • High proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook).

 

WORK EXPERIENCE:

 

  • Three (3) years of experience with a degree or six (6) years of experience with a diploma in delivering projects in a similar environment is required. Experience to include:
    • Managing project(s) valued between $0 and $5M.
    • Managing an annual project portfolio valued between $0 and $15M.
  • Experience working in a public sector environment with unionized and non-unionized employees is an asset.

 

 

EDUCATION REQUIREMENTS:

 

  • Technical degree or diploma related to project management or municipal infrastructure is required (i.e., Construction Management, Engineering, Environmental Sciences, or related field).
  • An Engineer-in-Training (E.I.T.), Professional Engineer (P.Eng.), Professional Licensee Engineering (P.L. (Eng.)), or Professional Technologist (P.Tech. (Eng.)) designation is required. Other professional designations through ASET may be considered.
  • A Project Management Professional (PMP) and/or a Program Management Professional (PgMP) designation, or a willingness to obtain, is an asset.
  • An equivalent combination of education and work experience may be considered.

 

 

OTHER REQUIREMENTS:

 

  • Submission of a Criminal Record Check is required.
  • A valid Class five (5) Operator’s Licence is required as incumbent may be required to operate a personal or municipal vehicle for business use.
  • Must be willing to work outside in all weather conditions.
