GENERAL DESCRIPTION:
The Senior Municipal Engineer oversees the work of other engineering staff members and provides engineering analysis relating to the design of municipal infrastructure, including roadway design. Leads and assists with the development, planning, and implementation of infrastructure systems in the region. Primary responsibilities of this position include:
Program Development: Assists the Manager, Infrastructure Planning and Development Services with overall program service delivery through direct involvement in daily operations and overall administration. Researches and assists with the development and implementation of departmental strategies, tools, plans, budgets, and future needs based on best practices for continuous improvement for the branch. Takes an active role in the development and monitoring of the business plan for the branch to ensure that Council’s strategic directions and objectives are being met. Initiates and manages feasibility analysis and functional designs for infrastructure projects. Completes research, reports, studies, and analysis to support regional infrastructure planning and engineering documents, ensuring stakeholder input, and contemporary engineering solutions.
Departmental Support: Performs supervisory tasks for assigned team members. Support, motivate and develop others; maintains an encouraging learning environment. Works with team to plan and balance workload. Mentors, coaches, and provides support to staff. Assists in recruitment and training of staff. Promotes a close working relationship with other departments to ensure engineering activities are executed smoothly in the delivery of projects.
Service Delivery: Leads the design and authentication of engineering drawings as per APEGA guidelines. Leads the initiation of execution of design and completion of detailed design. Provides project management for infrastructure studies. Monitor and coordinate updates, as well as implementation of various documents including master plans such as plans for the water, wastewater, roadway network, and future studies. Responsible for infrastructure analysis and interdepartmental coordination for engineering projects.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES:
Candidates need to show evidence of the following:
- Thorough understanding of the civil engineering principals relating to the design of water and wastewater infrastructure, road rehabilitation and roadway design and construction.
- High level of theory knowledge and application of design, and construction, and contract administration.
- Experience in project management including confirming project goals, scope, prioritizing workflow, time, and cost.
- Ability to complete time-sensitive tasks in a fast-paced project environment.
- Ability to mentor junior engineers and technicians.
- Works collaboratively and productively within a team environment.
- Strong communication skills, with the ability to gather information, prepare a variety of documentation and reports, and deliver presentations.
- Strong engineering judgement.
- Possess a keen eye for detail and accuracy.
- Experience in water and sewer infrastructure modelling programs, such as PCSWMM and WaterCAD.
- Working knowledge of AutoCAD, Civil 3D, and Microsoft Office software.
EDUCATION REQUIREMENTS:
- Degree in Civil Engineering required, with courses in water, wastewater, or roadway design and rehabilitation is preferred.
- Must be a registered Professional Engineer (P. Eng.) with, or eligible to register with the Association of Professional Engineers and Geoscientists of Alberta (APEGA).
WORK EXPERIENCE REQUIREMENTS:
- A minimum of seven (7) years of experience in civil municipal engineering.
- Experience to include water and sewer infrastructure.
- Two (2) years’ experience a team lead or supervisor.
- Experience working in a public sector environment with unionized and non-unionized employees considered an asset.
OTHER REQUIREMENTS:
- Ability to provide a Criminal Record Check for review and acceptance.
- A valid Class Five (5) Operator’s License is required.
- Must be willing to work outdoors in all weather conditions.
- May be required to work in unsanitary conditions, therefore, immunizations are strongly recommended.
