ABOUT THE DEPARTMENT:
The Indigenous and Rural Relations department is dedicated to fostering strong, respectful, and collaborative relationships with Indigenous and rural communities across the region. The team ensures that municipal programs, services, and decisions are informed by meaningful engagement, cultural awareness and a commitment to reconciliation.
Key functions of the department include:
- Leading engagement and consultation with Indigenous and rural communities.
- Supporting cultural awareness and reconciliation initiatives across the Municipality.
- Developing and maintaining protocols that respect Indigenous traditions and practices.
- Providing advice and guidance to Council and administration on Indigenous and rural matters.
- Advocating for the unique needs and priorities of rural communities.
- Partnering on community development projects that enhance inclusion, sustainability and quality of life.
By advancing partnerships, supporting community voices, and celebrating the diverse histories and traditions that shape the region, Indigenous and Rural Relations plays a vital role in creating an inclusive and connected Wood Buffalo for today and future generations.
GENERAL DESCRIPTION:
The Supervisor, Rural Relations is responsible for supervising department resources (people, budgets, contractors, equipment, and materials) related to all recreation and social projects from the initial phase through final completion. Primary responsibilities of this position include:
Employee Development: Performs supervisory tasks for assigned team members. Works with team to plan and balance workload. Ensures teams are managed fairly and consistently and that work processes are followed and coordinated to ensure service levels. Mentors, coaches, and provides support to staff.
Research and Implementation: Participates in the continuous research, development, improvements, and implementation of effective departmental programs and makes suggestions for further improvements. Provides input into departmental plans, Regional Council Reports, Municipal policies, bylaws, initiatives, and budget s to ensure continuous achievement of departmental goals. Develops and enhances relationships with community groups, Collaborates with community groups for programs and events where possible.
Department Guidance: Provides ongoing vision for development of programming initiatives in recreation, sport, and social activities. Develops plans based on analyzing community needs. Ensures that the service standards, quality measure of community needs, and demands are established implemented and monitored. Collaborates with internal and external resource to achieve optimum service levels. Prepares and monitors all program related budgets.
SKILLS REQUIREMENTS:
- Candidates need to show evidence of the following:
- High level of customer service in political environment, with demonstrated ability to build effective relationships with internal and external customers and providers.
- Excellent interpersonal, analytical, and communication skills both verbal and written, as well as a demonstrated ability to assess situations from a business perspective.
- Ability to empower people, strong organizational skills, and use of innovative approaches in situations involving rapid changes, shifting priorities, and/or simultaneous demands.
- Strong team player with a collaborative style and project management and facilitation skills.
- Adherence to administrative directives, policy, and legal requirements with knowledge of multicultural and other diversity and inclusion issues and strategies.
- Proficient in various software applications.
- Sound judgment and professionalism in independent decision-making.
- Comfort in traveling to rural areas.
EDUCATION:
- Degree or Diploma in Recreations, Sports Administration, Physical Education. An equivalent combination of education and work experience may be considered
EXPERIENCE:
- Five (5) years’ experience with a degree or seven (7) years’ experience with a diploma in a community recreation or social program environment with a minimum of two (2) years of leadership experience.
- Experience working in a public sector environment with unionized and non-unionized employees is considered an asset.
OTHER REQUIREMENTS:
- Ability to provide a Criminal Record Check for review and acceptance.
- A valid Class five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.

As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the Health and Safety Directive. As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Regional Municipality of Wood Buffalo the health and safety of employees, contractors, and the public. This position is employed in a supervisory capacity. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
