GENERAL DESCRIPTION:
Under general supervision, the Supervisor, Strategic Procurement guides the improvement, development, and implementation of strategic and sustainable procurement initiatives and processes to enhance social, environmental, and economic value. Leading the integration of sustainable and transformative practices across the procurement lifecycle, the incumbent ensures the alignment of policies with organizational goals and strategic priorities, best practices, and high standards of service delivery.
As a leader, the incumbent upholds the Municipality’s organizational values and is accountable for fostering a healthy, safe, respectful, and inclusive workplace. Leading by example, the Supervisor promotes the Municipality’s cultural competencies of personal accountability, continuous improvement, effective communication, collaboration, excellence in customer service, and support for common goals. Primary responsibilities of this position include:
Employee Development: Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure employees are working proficiently and effectively. Provides direct supervision and support to staff while ensuring the team is managed fairly and consistently. Works with the team to plan and balance workload. Provides subject matter expertise ensuring procurement processes are followed and align with municipal policies and strategic goals. Mentors, coaches, and supports staff to strengthen operational performance and professional growth.
Research and Implementation: Leads research, development, and implementation of departmental processes; assessing, researching, and analyzing data, workflows, and performance metrics. Conducts risk and opportunity analysis and develops recommendations for process and operational changes to support sustainability and continuous improvement. Prepares supporting documentation and develops and delivers training. Leads implementation of approved changes, ensuring requirements are complete, feasible, and aligned with organizational standards. Participates in working groups to gain insight related to sustainable procurement trends or best practices and recommends improvements to strengthen service delivery.
Department Support and Guidance: Offers clear and practical guidance regarding procurement policies, procedures, and legislative requirements. Leads engagement and working groups to advance strategic and sustainable procurement initiatives. Oversees preparation of performance metrics, develops tools and templates, and compiles information for reporting.
SKILLS REQUIREMENTS:

- Proven customer focus with demonstrated ability to build effective relationships with internal and external stakeholders; interacts in a way that builds trust, credibility, and rapport.
- Thorough knowledge of public procurement requirements, trade agreements, tendering law, and contractual law.
- Strong organization, project management, analytical, and problem-solving skills.
- Ability to use innovative approaches in situations involving rapid change, shifting priorities, and simultaneous demands.
- Experience working in a team-orientated, collaborative environment.
- Sound judgment and independent decision-making skills.
- Strong written and verbal communication skills.
- Proficient with Microsoft Office applications (Outlook, Word, Excel, and PowerPoint).
EDUCATION:
- Degree or diploma in Business Administration, Commerce, or related field is required.
- Completion of a professional procurement designation (Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or Supply Chain Management Professional (SCMP)) is an asset.
- Completion of a sustainable procurement certification (Certified Sustainable Procurement Manager (CSP) or Sustainable Procurement Fellowship (SPF)) is an asset.
- An equivalent combination of education and work experience may be considered.
EXPERIENCE:
- Seven (7) years of progressive experience in a public procurement environment.
- Two (2) years of leadership experience is required.
- Experience working in a public sector environment with unionized and non-unionized employees is an asset.
OTHER REQUIREMENTS:
- Submission of a Criminal Record Check.
- A valid Class Five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
- Ability to travel to various locations within the region.

As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the organization’s Occupational Health and Safety Administrative Directive. As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Regional Municipality of Wood Buffalo the health and safety of employees, contractors and the public.
This position is employed in a supervisory capacity. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
