GENERAL DESCRIPTION:
The Supervisor, Water Treatment Operations assists the Manager, Water Treatment with overall program service delivery. The incumbent manages administrative and operational needs, maintains a professional working environment, and provides supervision, guidance, and support in all areas of water treatment operations. The incumbent will support urban, rural and/or Fort Chipewyan operations. The specific operational area will be indicated at time of job recruitment and hiring but may be adjusted to meet operational demands and to ensure ongoing coverage as required.

Primary responsibilities of this position include:
Employee Development: Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure all employees are working proficiently and effectively in a productive environment. Provides direct supervision and leadership ensuring the team is managed fairly and consistently. Leads staff in the delivery of advice, recommendations, and decision support. Works with the team to plan and balance workload and verifies work processes are coordinated and followed to guarantee service levels. Recruits, trains, and empowers staff by providing development opportunities and technical direction.
Implementation of Strategies: Participates in the continuous research, development, improvement, and implementation of effective departmental strategies, tools, and guidelines based on best practices. Analyzes the effectiveness of departmental programs and makes suggestions for further improvement. Provides input on department business plans, initiatives, and budget to ensure continuous achievement of department goals. Identifies and recommends changes to communication strategies affecting water treatment.
Departmental Management: Establishes and maintains effective working relationships with external agencies involved in water treatment operations. Prepares reports for submission to Federal and Provincial regulatory agencies, Health Centers, and First Nations. Ensures all required reports are prepared and issued in a timely manner in accordance with applicable legislation. Responsible for the operations of all water treatment, truck fill, and pump house facilities. Maintains service levels, and written procedures. Administers resources within determined limits. Procures services and consumables required by operations. Maintains an effective working relationship with Maintenance team. Ensures plants are operated and maintained according to relevant legislation and standards while ensuring compliance with environmental and public safety requirements.
SKILLS REQUIREMENTS:
Candidates need to show evidence of the following:

- Thorough understanding of all legislation, standards, and best practices pertaining to water treatment operations.
- Proficient with Microsoft Office applications (Outlook, Word, Excel), SCADA, e.RIS, and other software applications.
- Ability to communicate respectfully with co-workers, staff, and external contacts using judgement, tact, and independent decision-making skills, sometimes in conflict situations.
- Knowledge of all equipment and processes used in water treatment operations.
- Knowledge of lagoon systems, lift station monitoring, and underground system operations is required for positions stationed in Fort Chipewyan.
- Demonstrated knowledge of health, safety, and environmental standards.
EDUCATION:
- Water Treatment Level III is required.
- Certification in Water Distribution, Wastewater Treatment, and Wastewater Collection is considered an asset.
EXPERIENCE:
- Seven (7) years of experience in a municipal water treatment environment.
- Two (2) years of experience in a supervisory role.
- Experience working with wastewater and underground utilities is considered an asset.
- Experience working in a public sector environment with unionized and non-unionized employees is considered an asset.
OTHER REQUIREMENTS:
- Working in both office and field environments, this position requires occasional travel to communities within the region and the use of a municipal vehicle.
- Positions based in Fort Chipewyan will involve working in a remote northern community.
- Must be willing to work outdoors in all weather conditions and may be exposed to unsanitary conditions.
- Flexibility to perform duties outside of regular working hours in alignment to operational demands.
- Criminal Record Check is required.
- Valid Alberta Class 5 Driver’s License is required.
- Q-endorsement (Air Brakes) is considered an asset.

As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the organization’s Occupational Health and Safety Administrative Directive. As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Regional Municipality of Wood Buffalo the health and safety of employees, contractors and the public. This position is employed in a supervisory capacity. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
