GENERAL DESCRIPTION:

 

Under general supervision, the Tangible Capital Assets Analyst is responsible for maintaining the tangible capital asset ledger following the municipal tangible capital assets (TCA) administrative directive and Generally Accepted Accounting Principles. This includes transferring assets from the Asset Under Construction (AUC) general ledger to the asset general ledger, posting depreciation, valuing assets, and reconciling balances between physical inventory and third-party software general ledgers

 

RESPONSIBILITIES:

 

  • Analyze and value the completed projects residing in the Asset Under Construction (AUC) general ledger.
  • Investigate and assess AUC where project completion timelines are not adhered to.
  • Transfer completed assets from the AUC general ledger account to the fixed asset ledger and the third-party fixed asset ledger.
  • Collaborate with Insurance Services to ensure new assets have been included on the insurance schedule.
  • Transfer operating costs that have been collected in AUC as part of a project to the operations ledger.
  • Prepare documentation and financial entries relating to the acquisition, disposal, gain, or loss on disposal, amortization, and adjustments, as necessary.
  • Maintain the fixed asset general ledger by ensuring classification, codes, and information recorded are consistent and accurate.
  • Analyze records in the third-party software to ensure the amounts and details equal the totals recorded in SAP.
  • Prepare reports for internal and external reporting.
  • Communicate relevant and timely information to project analysts, finance officers, project coordinators, project consultants, and engineering partners regarding the TCA general ledger and applicable administrative directives and procedures.
  • Support the continuous update and reconciliation of project and fixed asset systems and interfaces, including procedure documentation.
  • Advise municipal staff in relation to TCA reporting requirements, including timelines, to produce accurate financial data to enable informed decisions for the benefit of the Municipality.
  • Prepare external audit schedules and assist in resolving audit issues identified by external auditors.
  • Prepare fixed asset related entry adjustments.
  • Reconcile accounts in a monthly, quarterly, and yearly basis including preparing year related financial transactions for periodic year-end financial reporting.
  • Provide management reporting of key performance indicators as necessary.
  • Ensure annual compliance with Asset Retirement Obligations for the audited financial statements.
  • Perform other related duties as assigned.

 

 

QUALIFICATIONS

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of public finances and capital accounting best practices.
  • Familiarity with chart of accounts and internal and external financial reports.
  • Ability to analyze information from a variety of sources.
  • Proven ability to communicate clearly, timely, and accurately, in writing and verbally.
  • High degree of attention to detail and accuracy.
  • Proven ability to work with minimum supervision, make decisions regarding priorities, and meet deadlines under own initiative.
  • Proficiency with Microsoft programs (Excel, Word, Outlook) and SAP finance modules.

 

 

EDUCATION AND EXPERIENCE:

 

  • Degree specializing in Accounting or related field, combined with two (2) years of financial analysis experience in a computerized accounting and budgeting environment including variance reporting, with the extensive use of spreadsheet and database programs;

OR

  • Diploma specializing in Accounting, combined with four (4) years of financial analysis experience in a computerized accounting and budgeting environment including variance reporting, with the extensive use of spreadsheet and database programs.
  • Completed professional accounting designation (CPA Canada) or working toward professional accounting designation is an asset.
  • Previous experience with capital and project accounting in a public sector environment is an asset.

 

 

OTHER REQUIREMENTS:

 

  • Submission of a Criminal Record Check.
  • Pre-employment competency testing may be required as part of the recruitment and selection process.
