GENERAL DESCRIPTION:

 

Under general supervision, the Team Lead, Bylaw Services is a working leader that organizes workflow, as well as develops, assigns, coordinates, reviews, and prioritizes work performed by the officers. The incumbent ensures compliance with the Public Security Peace Officer Program and appropriate policy and procedures. Additionally, the incumbent initiates investigations and finalizes complaints through the enforcement of municipal bylaws, provincial statutes, and legislation.

 

 

RESPONSIBILITIES:

 

  • Assign, review, and evaluate day to day work of officers for accuracy and completion, ensuring subsequent court documents are properly prepared as necessary.
  • Responsible for decision-making, problem solving, and conflict resolution as it relates to work plan implementation.
  • Monitor daily operations and ongoing investigations, providing guidance and instruction as necessary. 
  • Monitor overall performance on a continuous basis, immediately reporting positive impact or any issues arising from performance, attendance, and behaviour to management. 
  • Assist management with building and maintaining effective teams through training and development, coaching, mentoring, and new staff orientation. 
  • Issue violation tickets, lay charges, process summons and subpoenas, as well as maintain files, compile records, submit reports, respond to enquiries, liaise with prosecutors, assist with prosecutions. 
  • Appear and testify in court, and at the Community Standards and the Subdivision Appeal Boards as a representative of the Municipality.
  • Respond to complaints, apprehend, transport, and provide safe rescue and release of animals.
  • Update and maintain the Animal Control In-Care Gallery as required.
  • Prepare all necessary documentation related to the transfer or return of animals. 
  • Participate in community events and activities as a representative of Bylaw Services.
  • Provide an officer presence for Council and Municipal meetings or events as necessary.
  • Provide a visible presence in the community by conducting foot and bike patrols and attending community events. 
  • Enter, query, and maintain data on Report Exec management information system.
  • Maintain equipment and vehicles as required.
  • Perform other related duties as required.

 


QUALIFICATIONS

 


KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Strong investigative skills. 
  • Ability to deal courteously and effectively with a diverse range of people, using judgement, tact, and sound decision making skills, sometimes in conflict situations. 
  • Demonstrated leadership skills, and the ability to coordinate and prioritize work activities. 
  • Demonstrated ability to lead through change. 
  • Ability to be discreet and keep all documentation and information strictly confidential. 
  • Thorough knowledge of municipal operations, department functions, and policies and procedures. 
  • Strong verbal and written communication skills, with the ability to clarify and convey information in a clear and concise manner. 
  • Collaborative mindset, with the ability to work productively with coworkers; actively contributes to team activities. 
  • Knowledge of relevant municipal bylaws, acts, and legislation.
  • Ability to complete training as required to improve/maintain skills or to ensure adherence with regulated standards.

 

 

EDUCATION AND EXPERIENCE: 

 

  • Diploma in Law Enforcement or related discipline, or graduation from an accredited police academy and three (3) years of direct law enforcement experience that includes two (2) years in a leadership capacity is required.
  • Community Peace Officer I appointment through the Alberta Solicitor General is required. All training schedules and certification maintenance for this designation as required by the Alberta Solicitor General must be adhered to and maintained. 
  • Emergency First Aid Certificate with AED is required.

 


OTHER REQUIREMENTS: 

 

  • A valid Class Five (5) Operator’s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis. 
  • Must be willing to work outside in all conditions. 
  • Ability to work a rotating shift that includes holidays, evening/night shift, and weekends.
  • Must be medically and physically able to perform all duties of the position on an ongoing basis.
  • Ability to acquire and maintain an RCMP enhanced reliability security clearance is required.
