GENERAL DESCRIPTION:

 

Under minimal supervision, this role is a working leader that provides direction and assists with short term planning of Public Works municipal operations (Parks or Roads).  This involves organizing, developing, assigning, coordinating, evaluating and prioritizing work performed by teams, as well as coaching, team building, and mentoring employees.

 

 

RESPONSIBILITIES:

 

  • Build effective teams by providing coaching, mentoring, and staff orientation.
  • Organizing a variety of work involving corrective, preventative maintenance.
  • Provide short term planning within the scope of the business plan and corporate key initiatives.
  • Mentor staff on Administrative Directives, Policies, and Procedures.
  • Mentor and assist staff with safe work procedures and OH&S compliance.
  • Monitor overall performance on a continuous basis and inform Supervisor.
  • Monitor attendance and report employee tardiness, absences, requested time off and infractions to Supervisor.
  • Responsible for decision-making, problem solving, and conflict resolution as it relates to work plan implementation.
  • Prepare and assist in communicating job standards and work performance expectations.
  • Implement use of new, innovative, or cost saving methods of work and empower staff to do so.
  • Assist in workforce planning, forecasting costs, and budget preparation.
  • Perform administrative tasks as required.
  • Assign duties to staff. Follow up to determine status of work and report to Supervisor upon request.
  • Coordinate/cooperate work tasks with colleagues and internal/external stakeholders to ensure work efficiencies.
  • Ensure accurate coding of financial resources within program.
  • May be required to speak to user groups, school groups, the public at public forums, and the media on behalf of the respective department.
  • Remain current with new and updated technology and cultural practices.
  • Recommend equipment and product needs.
  • Authority to stop municipal and contractual work in the event that inefficient, ineffective, possible damage or safety related situations occur.
  • Assist Supervisor with assigning and reviewing work.
  • Required to assist in field operations, including general labour and equipment operations.
  • Must be medically and physically able to perform all duties of position.
  • Perform other related duties as required.

 

 

QUALIFICATIONS

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Must be able to demonstrate effective written and verbal communication as well as technical skills for team development, customer service, and effective delivery of approved services.
  • Strong time management and organizational skills.
  • Ability to develop an effective work environment.
  • Ability to lead staff by planning, prioritizing, and directing the work of staff.
  • Demonstrated problem solving and decision-making skills.
  • Thorough working knowledge of computers (word processing, spreadsheets, e-mail).
  • Valid First Aid certificate including CPR or willingness to obtain within ninety (90) days.
  • Knowledge of OH&S regulations and ability to implement safe work practices.
  • WHMIS training must be obtained within thirty (30) days of hire.
  • Demonstrated leadership skills and ability.

 

 

EDUCATION AND EXPERIENCE:

 

  • Diploma program in a related field and five (5) years of work experience related to the specific operational branch requirement for this position (i.e., Roads, Parks) is required. This experience must include a minimum of two (2) years in a leadership capacity.

OR

  • High School Diploma or GED equivalent and ten (10) years of work experience related to the specific operational branch requirement for this position (i.e., Roads, Parks) is required. This experience must include a minimum of two (2) years in a leadership capacity.
  • Relevant municipal experience is an asset.
  • Leadership, Conflict Resolution and Worker Safety courses are an asset.
  • A certification/designation relevant to the area from a recognized association is an asset.

 

 

OTHER REQUIREMENTS:

 

  • Submission of a Criminal Record Check.
  • A valid Class five (5) Operator’s Licence is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • A valid Class three (3) Operator’s Licence is an asset.
  • Must be willing to work outside in all conditions.
  • Immunizations are strongly recommended for work in unsanitary conditions.
  • Must be medically and physically able to perform all duties of the position on an ongoing basis.
  • Auditory testing may be required.
